Polling Staff for the 2023 General Elections
The Electoral Commission for Sierra Leone (ECSL) has administrative independence and aims to achieve high levels of effectiveness, accountability, neutrality and efficiency necessary to ensure autonomy as mandated by law. In light of this, the Commission therefore, advertises vacancy for recruitment of polling staff for the forthcoming 24th June 2023 General Elections.
The Commission requests the services of suitably qualified Sierra Leoneans to serve as Polling Center Managers (PCM), Presiding Officers (PO), Voter Identification Officers (VIO), Ballot Paper Issuers (BPI), Ballot Box Controllers (BBC), Polling Center Queue Controllers (PCQC), Polling Station Queue Controllers (PSQC).
Number of Staff required nationwide is 91311
Duties and Responsibilities: –
Is in charge of any polling centre with two or more polling stations. He/she
- Receives polling materials from District Elections Manager (DEM) for the centre;
- Supervises all polling staff;
- Ensures that Presiding Officers (POs) and other polling staff follow all polling and counting procedures accurately;
- Deals with the media, observers, and candidates’ agents at centre level; and handles complaints raised;
- Provides assistance to voters queuing at the respective polling stations when necessary;
- Collects/retrieves all necessary election materials from all POs for onward delivery to the District Elections Office.
Qualification/Requirement:
- Minimum of five (5) WASSCE; Teacher’s Certificate or Ordinary Diploma from a recognized institution.
- Experience in elections related activities and INEACE Certificate is added advantage.
- Must be completely literate
- Interpersonal skills, integrity and ability to adapt to situations.
Duties and Responsibilities: –
- Manages the assigned Polling Station;
- Together with the Polling Center Manager, trains other Polling staff (BPI, BBC, PCQC and PSQC);
- Supervises polling staff to ensure the integrity and procedural accuracy of the polling operation;
- Counts the ballots at the Polling Station and ensures that all documentation required for Polling Station is completed correctly.
Qualification/Requirement:
- Minimum of five (5) WASSCE; Teacher’s Certificate or Ordinary Diploma from a recognized institution.
- Experience in elections related activities and INEACE Certificate is added advantage.
- Must be computer literate
- Interpersonal skills, integrity and ability to adapt to situations.
Duties and Responsibilities: –
- Controls the entrance and exit of the polling centre to ensure that only authorized persons are allowed;
- Directs voters to correct polling stations in the centre
- Ensures that the queues are maintained in an orderly manner throughout the voting process in the polling centres;
Qualification/Requirement
Minimum of 3 WASSCE with legible handwriting.
Duties and Responsibilities: –
- Controls the entrance and exit of the polling Station to ensure that only authorized persons are allowed;
- Ensures that the queue is maintained in an orderly manner throughout the voting process;
- Ensures that voters with special needs: (Persons with Disabilities, aged, nursing and pregnant women) have priority in the queue
Qualification/Requirement
Minimum of 3 WASSCE with legible handwriting
Duties and Responsibilities: –
- Verifies that the voter has not already voted (no traces of ink) on the cuticle of the left index finger;
- Verifies the details of each voter on the Register of Voters;
- Instructs the voter to sign/thumbprint the Register of Voters against his/her details;
- Fills out the Gender Tally Sheet appropriately and
- Directs the voter to the Ballot Paper Issuer.

- Validates the ballot paper using the ECSL Validating stamp;
- Informs the voter in a neutral way on how to mark the ballot;
- Issues the ballot papers to voters;
- In the case of persons with special needs, educates the voter and issues the Tactile Ballot Guide (TBG)

Minimum of 3 WASSCE with legible handwriting
Duties and Responsibilities: –
- Ensures that the voter deposits only one ballot paper in the ballot box;
- Inks the voter’s left index finger and
- Politely directs the voter to leave the polling station.

The Electoral Commission for Sierra Leone (ECSL) has established Regional Tally Centres in Kenema, Bo, Makeni, Port Loko and Freetown for result tallying of the 2023 multi-tier elections. For that purpose, the Commission requests the services of qualified Sierra Leoneans to serve in the following capacities for the period of one (1) month.
Duties and Responsibilities
- He or she manages all Centre staff during the shift, including Material Intake, Data Entry, Form Review, and Dispatch.
- Oversee the work of the Observer Coordinator and Data Entry Operators
- Controls the movement of all forms through the centre and report directly to the Regional Data Management Officer.
Minimum Qualifications
- Bachelor’s degree in information Technology or related field
- Proven experience in the management of Microsoft Windows Server and MS SQL Server
- Experience in the management of the Voter Verification Kit (VVK) and Voter Identification Unit (VUI)
- Well-versed in Information Technology operations management
- Knowledge of basic computer programming
- Excellent verbal and written communication skills
- Excellent organizational and leadership skills
- Good analytical/critical thinking
Duties and Responsibilities
- Material Intake Officer is responsible for supervising the tracking of results form, accurately entering it into the result management system, and indicating to the District Election Manager if a problem is occurring during the intake process.
- The team is responsible for ensuring that reconciliation and result forms are logged into the RMS. They work closely with District Returning Officer or designated District officer during the intake process.
Minimum Qualifications
- Certificate in computer related fields like Microsoft Office Suits, Networking etc.
- Experience in the use of Voter Verification Kit (VVK) and Voter Identification Unit (VIU)
- Excellent verbal and written communication skills
- Excellent organizational and leadership skills
- Performs any other election related duty that maybe assign to him or her
Duties and Responsibilities

Duties and Responsibilities
- The Observer Coordinator is responsible for ensuring that only authorised persons access the Centre and that they are correctly logged into the daily register.
- He/she is primarily responsible for informing observers and agents about the tally process and answer to non-sensitive questions.
- He works closely with Tally Centre Coordinator.
- He/she refers matters to the Regional Data Management Officer in case of complaint or complex query from agents and observers.
- Performs any other election related duty that maybe assign to him or her
Minimum Qualifications
- Graduate from a recognized institution in Sierra Leone
- Knowledge in Microsoft Word and Excel.

Duties and Responsibilities
- Observer Facilitator is responsible for coordinating the movement of Observers and Party/Candidate Agents at the centre.
- He or she providing non-sensitive information and support to the Observers and Party/Candidate Agents
- Performs any other election related duty that maybe assign to him or her

Duties and Responsibilities
- Dispatch Supervisor assigns batch of polling station results from the pool of station results to the Data Entry Officers.
- He or she interacts directly with the Result Management System’s Dispatch Dashboard.
- Performs any other election related duty that maybe assign to him or her
Minimum Qualifications
- Certificate in computer related fields like Microsoft Office Suits, Networking etc.

Duties and Responsibilities
- Form Dispatch Officer will be assisting with the movement of hardcopies of result forms within the data entry area.
- Dispatch Officer is responsible for making sure that result forms are neatly packed by district in the shelves provided at the tally centre.
- He or she works under the supervising of the Dispatch Supervisor
- Performs any other election related duty that maybe assign to him or her
Minimum Qualifications
- Diploma from a recognized institution in Sierra Leone or 5 credits in WASSCE.
- Excellent verbal and written communication skills
- Excellent organizational and leadership skills
Duties and Responsibilities
- Data Entry Supervisor is responsible for managing the second data entry of the Reconciliation and Results Forms.
- He/she is responsible for making sure that all result forms are entered by a Data Entry Clerk and that records on the form is entered into the data entry system in an accurate manner.
- Data Entry Supervisor reports to the Shift Manager.
Minimum Qualifications
- Certificate in computer related fields like Microsoft Office Suits, Networking etc.
- Experience in the use of Voter Verification Kit (VVK) and Voter Identification Unit (VIU)
- Excellent verbal and written communication skills
- Excellent organizational and leadership skills
Duties and Responsibilities
- Data Entry Officers at the regional tally centre are responsible for data entering of the result forms at the tally centre.
- Speedily and accurately input result data into the result database using a web form.

- Form Review Supervisor is responsible for managing the review of result forms
- He/she makes sure that all result forms are entered by the Review Officers and that records on the forms are entered into the data entry system in an accurate manner.
- Form Review Supervisor reports to the Shift Manager.

- Experience in the use of Voter Verification Kit (VVK) and Voter Identification Unit (VIU)

Duties and Responsibilities
- The Generator Technician manages and balances the load and distribution of power to equipment in line with acceptable standards, thereby ensuring that electrical circuits do not become overloaded.
- He or she is responsible for carrying out daily mechanical checks of the generator, cables and any other equipment to ensure it is all working and distributing power correctly.
- He or she ensures that there is an automatic switchover system to alternate between National Power and the Mechanical power.
Minimum Qualifications
- Recognized Technical Certificate in Electrical Installation and Management.

Duties and Responsibilities
- The Cleaner will be responsible for all basic cleaning in and around the centre. This can entail dusting, mopping, sweeping, vacuuming, and cleaning smudges off windows and doors.
- Ensuring offices are cleaned and sanitized.

Duties and Responsibilities
- Data Entry Supervisor is responsible for managing the second data entry of the Reconciliation and Results Forms.
- He/she is responsible for making sure that all result forms are entered by a Data Entry Clerk and that records on the form is entered into the data entry system in an accurate manner.
- Data Entry Supervisor reports to the Shift Manager.
Minimum Qualifications
- Certificate in computer related fields like Microsoft Office Suits, Networking etc.
- Experience in the use of Voter Verification Kit (VVK) and Voter Identification Unit (VIU)

Duties and Responsibilities
- Review Officers performs third data entering in the event of inconsistency in the tallied values between first and second data entry
- The Review Officer will use mobile device to track and transmit polling station results that failed to reconcile with the first and second data entry.
Minimum Qualifications
- Certificate in computer related fields like Microsoft Office Suits, Networking etc.
- Experience in the use of Voter Verification Kit (VVK) and Voter Identification Unit (VIU)
- Excellent verbal and written communication skills
In addition, all candidates under consideration should:
